Welcome to UBEC Governance

Welcome to the Ubuntu Bioregional Economic Commons (UBEC) Protocol Suite governance community! This guide will help you understand your role as a token holder or council member and how you can meaningfully participate in shaping this regenerative economic ecosystem.

🌍 Our Philosophy: Ubuntu

"I am because we are"

UBEC is built on the Ubuntu philosophy, which recognizes that our individual wellbeing is inseparable from the wellbeing of our community and ecosystem. Every decision, every action, and every governance choice reflects this interconnected reality.

🎯 Governance Goals

  1. Community-Centered: Ensure 65% of resources remain in community hands
  2. Transparent Decision-Making: All governance activities tracked and auditable

Voting Mechanics

Voting Power Calculation

Your Voting Power = Token Holdings × Holonic Multiplier × Token-Specific Weight

Where:
- Token Holdings: Number of tokens you hold
- Holonic Multiplier: Based on your holonic category (1.0x - 3.0x)
- Token-Specific Weight:
  - UBEC (Air): 1.0x (Base governance)
  - UBECrc (Water): 1.2x (Flow & reciprocity bonus)
  - UBECgpi (Earth): 1.5x (Stability & foundation bonus)
  - UBECtt (Fire): 1.3x (Transformation & action bonus)

Example: - You hold: 1,000 UBEC, 500 UBECgpi, 200 UBECtt - Your holonic category: Contributor (0.5 composite score = 1.5x multiplier) - Your voting power: - UBEC: 1,000 × 1.5 × 1.0 = 1,500 votes - UBECgpi: 500 × 1.5 × 1.5 = 1,125 votes - UBECtt: 200 × 1.5 × 1.3 = 390 votes - Total: 3,015 votes

Voting Options

  • ✅ Yes: Support the proposal
  • ❌ No: Oppose the proposal
  • 🤔 Abstain: No position (counted for quorum, not for decision)
  • 💭 Delegate: Delegate your vote to another account (must be same or higher holonic category)

Quorum Requirements

Proposal Type Minimum Participation Passing Threshold
MIP 10% of eligible votes Simple majority
SP 20% of eligible votes Simple majority
StrP 30% of eligible votes 60% approval
CP 40% of eligible votes 60% approval + Council + Stewardship
EP No minimum 5/9 Council (retroactive community vote)

Alert System: - Council notified immediately if Red Zone entered - Community transparency report published - Emergency Council meeting convened if needed - Rebalancing proposal drafted within 48 hours

Rebalancing Mechanisms

When distribution deviates beyond acceptable thresholds:

Step 1: Assessment (24 hours) - Distribution Committee analyzes cause - Impact assessment conducted - Stakeholder consultation initiated

Step 2: Proposal (48 hours) - Rebalancing strategy drafted - Multiple approaches considered - Risk analysis completed - Community communication prepared

Step 3: Approval (1 week) - Council review and vote (supermajority required) - Community comment period - Final approval and execution timeline

Step 4: Execution (2 weeks) - Gradual rebalancing to minimize market impact - Daily progress reporting - Transparency maintained throughout - Post-execution analysis

Rebalancing Methods: 1. Emission Adjustment: Modify token emission rates 2. Reserve Deployment: Strategic release from Stewardship 3. Buyback Program: Acquire tokens from market 4. Holder Incentives: Reward distribution shifts

Frequently Asked Questions

General Participation

Q: How much UBEC do I need to participate in governance?
A: Any amount grants you basic voting rights. However, your voting power scales with your token holdings and holonic score. Even small holders have meaningful voice in the community.

Q: What if I can't attend all governance meetings?
A: Meeting recordings and summaries are always published. You can participate asynchronously through the forum and proposal portal. Voting periods are designed to accommodate different time zones.

Q: Can I delegate my voting power?
A: Yes! You can delegate to another account with the same or higher holonic category. This is useful if you trust someone else's judgment or can't participate actively.

Q: How long does it take to move from Observer to Participant category?
A: Typically 1-3 months of active participation. Focus on increasing transactions, building diverse connections, and engaging with the community.

Council & Leadership

Q: Can I serve on multiple committees simultaneously?
A: Yes, but we recommend focusing on one or two for effective contribution. Quality over quantity.

Q: What happens if a Council member stops participating?
A: If attendance drops below 80%, the Council can vote to remove the member. A special election would fill the vacancy.

Q: Do Council members need technical expertise?
A: Not necessarily. We need diverse perspectives including technical, community, financial, and strategic expertise. The Council works as a team with complementary skills.

Q: Can international community members serve on Council?
A: Absolutely! UBEC is a global ecosystem. We value geographic and cultural diversity in leadership.

Distribution & Tokenomics

Q: What happens if distribution goes out of compliance?
A: The system issues alerts, the Council convenes, and a rebalancing proposal is drafted. The community votes on the rebalancing approach. Transparency is maintained throughout.

Q: Can the 65/30/5 distribution ever change?
A: Only through a Constitutional Proposal requiring 60% community vote, 8/9 Council consensus, and Stewardship Circle approval. This is a foundational principle not changed lightly.

Q: How are Stewardship reserves protected?
A: Multi-signature wallets require Council approval for any deployment. All transactions are audited and publicly visible. Quarterly reports to community are mandatory.

Q: What prevents concentration of tokens in few hands?
A: The holonic evaluation system inherently rewards distributed participation. Concentrated holdings reduce multi-scale and reciprocity scores, limiting governance influence growth.

Technical & Security

Q: What if there's a security vulnerability in the governance system?
A: Any Council member can submit an Emergency Proposal with 24-hour expedited approval. Bug bounty program rewards responsible disclosure.

Q: How do I verify my holonic score is calculated correctly?
A: All evaluation logic is open-source and auditable. You can review your raw metrics in the Holonic Evaluator. Appeal process available if you believe there's an error.

Q: Can governance votes be changed after submission?
A: Yes, you can change your vote at any time before the voting period closes. Your most recent vote is the one that counts.

Q: What blockchain is UBEC built on?
A: UBEC operates on the Stellar network, known for fast, low-cost transactions and strong asset issuance capabilities.

Conclusion: Governance as Ubuntu in Action

Governance in the UBEC Protocol Suite is not merely a mechanism for making decisions—it is the living embodiment of Ubuntu philosophy in our economic commons. Every vote cast, every proposal submitted, every holonic score earned reflects the fundamental truth: "I am because we are."

🌍 Your Participation Matters

Whether you hold 10 UBEC or 10,000, whether you're an Observer just beginning your journey or an Exemplar leading by example, your voice and participation shape this ecosystem. Good governance requires:

  • Diversity of perspectives and experiences
  • Reciprocity in how we engage with each other
  • Mutualism in seeking solutions that benefit all
  • Regeneration through decisions that heal and grow our commons
  • Interdependence recognizing we rise or fall together

🚀 The Path Forward

The UBEC ecosystem is young and full of potential. As a governance participant, you are helping to build something unprecedented: an economic system that measures success not by how much wealth concentrates at the top, but by how widely prosperity flows through the whole community.

Your journey from Observer to Exemplar—if you choose to take it—is not just about increasing your governance power. It's about deepening your integration with a community working to prove that economics can be regenerative, that technology can serve the commons, and that Ubuntu principles can guide us toward a more just and sustainable world.
